Charleston, South Carolina Police Staffing Study
The Center for Public Safety conducted a comprehensive staffing analysis for the Charleston Police Department to assess current and future personnel needs in response to projected population growth. Charleston’s population is expected to increase from 162,499 in 2024 to 294,252 by 2050, an 81% increase. This growth is anticipated to significantly impact the department’s staffing requirements across all divisions.
The study projects varying degrees of staffing increases for different divisions. While the Administration is expected to remain stable at 4 staff members through 2050, other divisions are projected to see substantial growth. The Patrol Division, which will be most affected by population growth, is expected to increase from 211 to 344 officers by 2050, a 63% increase to maintain adequate coverage and response times. The Special Operations Division is projected to expand from 71 to 93 personnel, addressing growing needs in school resource officers, traffic management, and specialized tactical responses.
The Investigations, Data & Intelligence Division is anticipated to grow from 74 to 93 staff members, reflecting the need to handle a higher volume of cases, with emphasis on property crimes, special investigations, and data analysis. The Community Oriented Policing Division is expected to see moderate growth from 24 to 32 personnel, enhancing community engagement efforts. The Forensic Services Division & Evidence/Property unit is projected to expand from 27 to 39 staff members to meet increased demand for forensic analysis and evidence management.
Other divisions, including the Office of the Chief of Police, Professional Standards Division, and Administrative Services Division, are also expected to see modest increases in staffing to support the department’s overall growth and evolving needs.
The study emphasizes the importance of strategic planning and resource allocation to meet these projected staffing needs. It recommends ongoing training and professional development for personnel, as well as the adoption of new technologies to improve efficiency. Regular reassessment of staffing needs is advised to ensure the department can effectively meet the evolving public safety needs of the growing Charleston community.
Furthermore, the study highlights the need to balance increased service demands with potential budgetary constraints.
