The Center For Public Safety

Covington, TN Police Department and Municipal Court Space Needs Study

Covington, Tennessee, is a city in central Tipton County, Tennessee, United States. It is the second largest city and county seat of Tipton County.

Covington was founded in 1841 and was originally named "Mount Pleasant." The name was changed to Covington in 1849. Covington was a major agricultural center in the early 20th century, and was known for its cotton, tobacco, and timber.

Today, Covington is a thriving city with a diverse economy. The city is home to a number of businesses, including manufacturing, healthcare, and retail. Covington is also a major transportation hub, with two major highways and a railroad line running through the city.

The police department and municipal court was located in a facility that had originally been built as a private residence, then a city hall, then a fire station, then a joint fire/police facility and finally as a joint police and municipal court facility. CPS staff agreed that this was one of the worst public safety “facilities” visited.

The city retained CPS to examine police and court needs as well as five different sites in and around the downtown core. We utilized a site selection matrix that incorporated more than twenty different grading criteria to provide decision makers with an objective means of ranking these sites in order of highest to lowest preference. The final document provides the city with a study that would enable decision makers to plan for a future public safety and courts complex.
