Analysis Is Only Useful if It Can Be Funded.
A staffing study that recommends fifteen positions and a facility assessment that recommends a forty million dollar building are both, in a real sense, incomplete. The agency still has to find the money. For many of our clients, small and mid-sized jurisdictions with limited tax capacity, that is the harder half of the problem.
Our grants practice is led by a career government relations professional with an established record in appropriations and grant processes at the state and federal level. We identify the programs a client is competitive for, build the application, and support the pursuit through award.

Where Public Safety Funding Comes From
Program availability, eligibility, and priorities shift from cycle to cycle. We track them and advise clients on which are worth the effort in a given year.
Fire Service Programs
Assistance to Firefighters Grants for apparatus, equipment, and training, and SAFER grants for hiring and for recruitment and retention. These are among the most specific and most competitive programs in the field.
Hazard Mitigation & Resilience
Hazard Mitigation Grant Program and related resilience funding for hardened facilities, emergency operations centers, and infrastructure protection.
Law Enforcement Programs
Federal hiring and equipment programs, justice assistance funding, and the state pass-through programs that frequently matter more to a small agency than the federal headline.
State Appropriations
Direct legislative appropriations and state agency programs, pursued through established government relations channels rather than through an application portal alone.
Local Funding Mechanisms
Bond referenda, certificates of obligation, impact and proportionate-share fees, special districts, and public-private arrangements, each evaluated for fit against the project and the political environment.
Referendum Support
Where a project requires voter approval, communication strategy and presentation materials grounded in the study findings, so the case put to the public is the same case the analysis supports.

How do we pay for a building a grant will not cover?
Most public safety facilities are funded locally, and we evaluate the available mechanisms against the project and the political environment. Those include bond referenda, certificates of obligation, impact and proportionate-share fees, special districts, and public-private arrangements. Each has different timing, different political exposure, and different limits on what it can fund.
What makes a fire grant application succeed?

Fire service programs are among the most competitive and most specific in the field, and the applications that score well are the ones that demonstrate the deficiency with data rather than assert it.
